Only suggesting this as noted that the 'requirements' here do not match those on the Documentation and hence wonder if best just to point folk to one source of truth :-)

Remove handling for  webhooks - they were not working and could lead to broken recurring contributions

This is an API interface change, but I don't think anyone is using it
and if they were using it, it wasn't working.

I've changed it to avoid the confusion around double negatives and
also fix the main logic.

Response to test webhook now includes payment processor name from CiviCRM (makes it easier to be sure which payment processor is responding)
