- greater transparency about CiviCRM's finances and financial management,
- clearer expectations and full compensation for the Core Team,

Therefore, we have jointly decided:
Therefore, we have decided:
## 1. We will form an elected representative body to guide the CiviCRM open source project
### We will form an elected representative body to guide the CiviCRM open source project
### The system must include:
#### Elements of the governance system that we all agreed on
- An elected body that represents all stakeholders, responsible for:
- a road map for the CiviCRM open source project
- (some) budgetary matters
-
-
- A paid Core Team
#### Options that must be decided amongst
- A plan for reviewing the best long-term structure: continue as LLC or change?
-
-
- A mechanism for community-wide decision-making and input
#### Other questions
### These questions must be resolved about the system:
-
-
- How many people will make up the elected body?
### A committee will finalize the governance system
- How will representation of the various constituencies (contributors, Partners, etc.) be weighted?
#### Mandate of the Finalizing Committee
- Will the system take geographic representation into account?
- Can seats on the elected body be secured by making a financial contribution to CiviCRM above a particular level?
- How will the elected body interact with CiviCRM LLC and the CiviCRM community? Specifically,
- To what degree will the elected body be an 'advisory' or a 'governance' body?
- Will the elected body directly drive the Core Team and/or Working Groups?
## A committee will finalize the governance system
## 2. An Establishment Committee will be formed
### Mandate of the Establishment Committee
An Establishment Committee will be formed for the following purpose, and the following purpose only: to develop the outline approved by the Governance Summit, included in section 1 above, into a document clearly laying out the structures and protocols of our new community representation system in enough detail that the system can go into effect and function on its own.
