Civi pings /v1/webhook_endpoints every couple minutes, all day every day

Is this normal? The screenshots are from the Stripe dashboard logs.

@noah No.. Are you running the system status checks every two minutes as the webhook check will run with the system status checks?

@noah If this is our shared client, then @mattwire has nailed it.

I monitor the site using Icinga, which makes a call to system.check every 5 minutes, on both the test and live sites. You can see it's not "every 2 minutes" but "twice every 5 minutes", to the second.

I think this is a reasonable use case, and maybe we should introduce a timer on this check similar to the core "last cron" check.

@JonGold is correct, this is our shared client, and this must be due to the every-5-minutes site monitoring.

@JonGold @noah Happy to review a PR to cache/reduce this - I don't know if there's precedent elsewhere for something similar?
