Drupal Webform: Re-enable hook_civicrm_buildForm and comment in different situations we need alterContent and buildForm to load js scripts

Always load stripe.js when on a payment processor page (recommended by stripe for fraud detection).

Change function name from stripe_civicrm_buildForm to buildForm now that it is in the Stripe payment class.

Fix in civicrm_stripe.js that was causing "Stripe.js Not passed" because token was empty.
Fix error message about accessing static variable.
Large cleanup to code structure in stripe.php.

Update info to 1.9.2.
Update civix.
Generated Upgrader.php (may not be triggering yet).
Set queries and writes to civicrm_stripe_plans and _customers to use is_live flag.

* Fall back to looking up the contact ID, apparent issue on Wordpress backend contribs.
* Catch error & display clear message when no email was found, instead of trying to query empty value.

Lots of code cleanup.
