Hide hidden smart groups in group selection dropdowns

What the title says, hidden smart groups have no utility within CiviRules so should be exempted from the respective group selectors in conditions and actions. It also presents a UX issue when hundreds if not thousands are created.

Within civicrm_group is_hidden = 0 to filter out.
