JonGold requested to merge JonGold/cdntaxreceipts:api into master

Here's an API action that can generate e-mailed receipts. The use case is similar to the 'Attach tax receipts to automated messages' functionality, but for use with Webform-based donation pages.

If this is accepted, I can follow it up with a CiviRule action if it's welcome. This may also present a solution to #135.
