Improve first time site registration
With recent changes to the menu on civicrm.org new users are not clearly prompted to "register", i.e. "join the community", on any navigation. Various pages have links to register with CiviCRM, however we should endeavor to make first time registration more obvious. This could come in the form of a link in the top menu that exposes/hides based on user authentication, by improving the "create an account" block on the user login screen, etc.
