Patched my local codebase and did upgrades 4.3.4 -> 4.3.5 as well as 4.2.9 -> 4.3.5 with expected results.

Upgraded 4.2.9 DB now has CONSTRAINT `FK_civicrm_financial_item_contact_id` FOREIGN KEY (`contact_id`) REFERENCES `civicrm_contact` (`id`) ON DELETE CASCADE,
