Do not create an empty file if no translation (not required anymore since we do not auto-refresh when some forms are loaded)

Since getPath('[civicrm.l10n]') does not work (it returns the actual string, not
the path on disk), and we have to use getPath('[civicrm.l10n]/.'), may as well
use the good old getResourceDir() function instead.
