Issue with the sending of SMS through twilio

I'm a newbie on SMS through civicrm but I'm getting error 21211 on twilio which means the sms is missing the country code. How can I enable that on civicrm or on the extensions. I put the correct country_code on country table on database but it keeps cleaning the phone number and removing the "+" sign.
