Import the "Themeview Console"

Originally demonstrated a standalone extension: https://lab.civicrm.org/extensions/themeview

However, I think the use-case and audience align well with themetest's pattern-library, and it's easier to download and communicate about a combined extension. This is just adds another tool to the themer's toolbelt.
