Pager: cleanup CSS

I was checking something else, and this pager CSS seemed overkill. The pager is very standardized in CiviCRM, so the long list of selectors did not seem necessary, and then there was some redundancy. Also, I plan on removing the top pager in core, so we can deprecate even more CSS eventually.
