Fix link to synopsis configuration page

Rich requested to merge artfulrobot/synopsis:url-typo into 1.x-dev

Was: admin/setting/synopsis which did not work and is wrong.

Is now: admin/settings/synopsis?reset=1 which is correct and also adds the reset parameter to keep QuickForm happy.
