Remove unused deprecated function that was only used by webform in unit tests

1. Deprecated 1.5 years.
2. All it does is create a payment processor.
3. Stripe doesn't use it, and webform was the only thing in universe that used it but no longer uses it.
4. No longer need to update test keys in two places.
