Support standalone actions for SearchKit

Merged colemanw requested to merge colemanw/searchactiondesigner:supportSearchKit into master

Adds support for all APIv4 entities if SearchKit is installed, allows creating special actions only for SearchKit.

The normal actions for Contact, Contribution, etc. will also now work in SearchKit.
