Move fonts out of stream into shared directory

@artfulrobot this puts Lato & Inter in a common theme directory so changes Thames. For now keeping the font family declaration in the Stream but it crossed my mind if they were part of a _font.css in core it would be much easier for a Customiser to change fonts (to one of the two installed fonts)
