Change to select2 for choosing mailing, remove time from created datetime

Just wanted to make it a little easier to pick a mailing to resend when it isn't one of your recent mailings, so switched the select to a select2. Also changed where it shows the created date and time to date only in short format, so the options will be a little shorter.
