Style configuration page to look Civi-native

I restyled the configuration page template to use CiviCRM style conventions. This will allow the page to inherit the look-and-feel when different Civi themes are applied (e.g. Shoreditch) as well as provide greater accessibility, CSS control, etc. I've pasted before-and-after shots:
