Don't disable flood control entirely if minimum seconds isn't set

I had a flood control configuration that matches the screenshot below.

Because of issue !4 (merged), I didn't want to enable "Minimum seconds before post" - but by disabling this, all of flood control was skipped.

This changes the behavior so we can still use "Maximum Valid Attempts".
