#60 Guard campaign types against Api4 unavailability

Francis (Agileware) requested to merge agilewarefj/form-processor:CIVICRM-2169 into master

This prevents the "Campaign" types, including the new one that causes the error described in #60 (closed), from loading if the Civi\Api4\Campaign class is not available.
