Swap ng options for ng repeat

As a follow up to the conversation in MR #!44:

I tested @colemanw 's recommendation of using ng-repeat instead of ng-options on a dev site with CiviCRM 5.51. With that change, the select box for the Actions Title and the Add action button both worked as expected on that version.
