"set is bulk mail" only works when creating a new contact
I have noticed that the option "set is bulk mail" only works when a new contact is created. When a contact is already existing, it does not update.
Use case:
I have 2 email addresses on my account and I want to add myself to a newsletter with my non-primary e-mail address. Since it does not update either to primary or to bulk mail, the newsletter would be sent to my primary e-mail address.

- Configure second action:
I am not sure if "E-Mail: update existing" not works or "set is bulk mail". I think "set is bulk mail" should be set either way. What do you think?
Tested on FP 1.65 and CiviCRM 5.67.1
