Send email to contact reference

JonGold requested to merge JonGold/emailapi:cref into master

Creates a new CiviRule action, "Send email to contact reference". Allows you to select a contact reference field to receive email.

On a side note - perhaps now that there is this and also "send email to case contact" and "send email to related contact", we should perhaps have a base class to reduce the copy/paste.
