change "Basic" page type to "Search"
It is not working 100%, but actions can used on first page. If I change the page of the search (e.g. go to page 3) and than select an action the selected rows get lost and all rows are used.
Probably, same topic for membership search CRM_DataprocessorSearch_StateMachine_MembershipSearch but I haven't set up any membership stuff.
