Managed exports are not added after install

Description

I'm not entirely sure why just yet but it seems like the managed files for Custom Group and Custom fields are never installed on a client site.

Solution

Basically, when you use civix export CustomGroup 12 it modifies the mixin to include the additional php mdg. This is needed for CiviCRM to properly detect the new managed items. After doing that it is working perfectly now.
