Better carrot test params

DaveD requested to merge DaveD/cividiscount:carrot into master

I think the test fail the other day is because it ran against 5.71. My own pref is more like core - run PRs against master and then periodic against more variations. Full syntax here but this config file is a simple one to run PRs against master.
