Limit to drupal 10 until get 11 working

DaveD requested to merge DaveD/cdntaxreceipts:temp-10 into master

The bootstrap file needs some updating and drupal 11 only supports phpunit 10. The drupal version placeholders are currently evaluating to 11.0.x since drupal 11.1 is in RC, so limit to 10 for now.
