Allow lower permissioned users to use our civireport's display options

DaveD requested to merge DaveD/cdntaxreceipts:report into master

Core seems to require administer reports for this. Override it to use issue cdn tax receipts.

This is the Display Options tab on the receipts not issued report, where you can set it to use the full eligibililty check.
