Properly capitalize accented characters on the pdf

DaveD requested to merge DaveD/cdntaxreceipts:upper into master

e.g. for a donation given by Père Noël, on the pdf receipt it shows up looking weird as PèRE NOëL.

The test is failing locally for me because there's some weird double submit happening so the pdf it looks at is the duplicate copy and it doesn't match the expected. Let's see if it's just something odd in my setup.
