Do send TaxReceipt to contacts with doNotEmail.

As Tim once summarized -> people will interpret doNotEmail flag in Core's communication preferences in different ways. In my opinion a doNotEmail flag is not a "total blackout/prohibition on email" that should prevent donors from getting a TaxReceipt.
