First cut at CI with mirroring to github

DaveD requested to merge DaveD/cdntaxreceipts:citest into master

This is a workaround because merge requests don't mirror. This requires manually running the workflow at the github end and entering the MR number. There are some other possibilities but this gets us started and doesn't preclude other options later.
