Declined contributions should have status of Pending, not Completed

I know you have reservations about mjwshared!29 (merged). This is an alternate fix that only touches the authnet extension. The other fix is IMO the correct long-term solution but meanwhile it's important that declined cards aren't treated the same as accepted cards. Also this MR should make it clearer what the intent of the other MRs is.
