Adding ability with CoreContact to track Contact IDs and also setup Tags after the import

As discussed with the new CoreContact importing it would be awesome to track the Contact Ids inside the actual tmp import table that is being created. As well, to have the ability to associate tags to that contact after the import is done.

The only caveat presently is that the column from the CSV import must be called "Tags". We could later also add the ability to create Groups the same way (or other things frankly).
