Tokens don't work in scheduled reminders

The docs show using $row->format('text/html'), and a bit lower down on line 81 it is used there for custom fields, but not on line 63 for the target etc.

It works without it in print/merge, but it displays as blank in scheduled reminders. When I added this it then worked in scheduled reminders and still worked with print/merge.
