Add Relationship Permissions options to Create Relationship and Create or Update Relationship actions. And some minor code cleanup.

This is required because Scheduled Reminders have a hidden filter in code which only sends renewal reminders to those related contacts which have the relationship permission set. As a result this has caused us a few issues.
