Large improvements on tokens and message templates

This PR significantly re-organizes the docs on tokens and message templates. Specifically:

  • Move tokens content from Dev Guide into User Guide
  • Move message template content from Sysadmin Guide into User Guide
  • Consolidate tokens docs into one place in the User Guide
  • User internal hyperlinks to to point to the tokens page (instead of vague descriptions of where to look in the guide)

PRs forthcoming to remove content (and place redirects) in the Dev Guide and Sysadmin Guide that was moved here.
