Localization description was misleading.

I recon the description was giving wrong directions of where to unzip the localization files. The folder structure was not well explained and following the instructions did not make new languages available during install process.

I think the whole process of unzipping would not work as explained because one of the folders already exists and should not be overwritten, or should it?
