Adding the wp-config define parameter

I cleaned up the documentation for Cleaner URLs a bit, as well as included a description for enabling the wp-config.php definition for it all to work. I couldn't get it to work without this paramater.

Added the wp-config.php define option to get CIVICRM_CLEANURLs working. Without this option it doesn't actually allow the system to use clean urls.
