TLS with MySQL

Documentation for using TLS with MySQL.

This goes along with https://github.com/civicrm/civicrm-core/pull/17706 and https://github.com/civicrm/civicrm-core/pull/18107

It can be used on an already installed site in 5.29 for normal tasks in the UI, but for using with external scripts and during install it won't be until (at least) 5.30.

Mostly a question but isn't this actually MySQL over TLS rather than SSL? As there's no SSL involved I think it's important to be clear that this is TLS (MySQL doesn't support SSL - only TLS).

Thanks for reviewing. I admit I don't make a distinction usually myself. You're right the docs for mysql say tls but the function used is mysqli_ssl_init and everything involved calls it ssl like alter user X require ssl, but I'll take a closer look.

There's a lot that refers to SSL out there, even mysql API docs, so I've left that in where appropriate but updated some places to say TLS.

I think it should say TLS everywhere personally...
