Increase ESR version, drop PHP 7.3 for non-ESR release, update historical PHP versions

Update recent PHP version changes. This is not a perfect fix, as there are still logical errors in those two tables. I'd suggest to merge this if there is not a blocker and iterate by creating additional MRs
