docs/framework/setting: clarify how to declare a new extension setting

Tweaks a few small details:

• update the link to the multisite extension, since the line items have shifted during flight.
• clarify bits around the "XML" for the menu, because most people never actually edit the menu XML, since generate:page and generate:form usually handle that.
