This PR does a few things:

  1. Migrates API Architecture Standards wiki page (and cleans up the content a bit)
  2. Migrates How to migrate or write an api wiki page (and cleans up the content a bit)
  3. Adds new content which begins to document the array keys used when writing an API _spec function.

The _spec function docs is still incomplete (with ??? used to signify missing information). I asked people on Mattermost for help with this, but didn't get much response so far. I don't think we should let this lacuna block merging though. We can continue to flesh it out later if necessary.

If possible, I'd like a review from @eileenmcnaughton or @colemanw or @totten to ensure general accuracy of this content. Will merge in 5 days if I don't hear anything.
