New sections on dev tools and buildkit

@totten can you glance over this briefly? (Mostly look at mkdocs.yml to make sure you are okay with the structure I'm creating here.)

Almost all of this content is a direct copy-paste from the buildkit docs, with a bit of clean up afterwards.
