Beginning with https://github.com/civicrm/civicrm-core/commit/0556db5dbd30f3d109a1685a6f78762bb9ecb9a4 from https://github.com/civicrm/civicrm-core/pull/10831 the hook with mode 'sqls' is not called twice anymore.
