Clean up mkdocs.yml

After the wiki import, we should clean up mkdocs.yml as follows:

  • Remove comments
  • Ensure consistent capitalization
  • Remove double quotes (uncessary)
  • Adjust page order as necessary

Doing this after the wiki import will be best because we'll avoid merge conflicts.
