Scroll to navigation position after page re-load

This is an upstream issue with mkdocs. The point is to get the site to highlight (i.e. scroll to) your position in the navigation-menu/TOC after you navigate. Currently, clicking through several pages that are near each other and towards the bottom of the nav menu becomes quite cumbersome with all the scrolling necessary for each click.

The issue has a workaround which I think we could apply to our site without too much trouble, and I think it would significantly enhance the experience of reading this guide.
