Create theme customization for displaying horizontal rule elements within menu items

We'd like to be able to separate top-level menu items with <hr> elements.

If you put this into mkdocs.yml it mostly works...

- Extensions Development:
  - Basics: extensions/index.md
- <hr/>Framework Reference:

But the CSS prevents the <hr> element from being visible. We need to improve this CSS so that <hr> elements within the menu display nicely. Do this as part of our custom theme extension.
