Localization of extensions

• Missing documentation (or link to such in main page of this wiki)?
• Usage in extensions is currently cumbersome - does PHP 5.6/7.0 bring new features we could leverage for easier usage?

For reference, developer doc for extensions is here: https://docs.civicrm.org/dev/en/latest/translation/extensions/ (although it is missing information about E::ts()).

Somewhat related to the issue title: infrastructure/ops#824 (now fixed)

@bgm now that i have merged the docs PR is that enough or do you feel there is more work to be done on this issue?
