Drupal8 - Contact Report does not load any values in the ACL Group/Role field

No values are loaded in Access Tab -> ACL Group/Role field in any contact reports eg Constituent Summary

Confirmed. Added a tiny nitpick to the PR, but looks good otherwise.

Just realized the PR still links to the original closed ticket so I accidentally posted there. Reposting:

Separate note but it occurs to me that the D6/D7 version has always been flawed, in that if you edit a role label on the drupal side the report access control in civi would now not match. It's a variation of the ever-present name/id vs label problem.

The D8 version in the PR doesn't have this problem.

Created a local test site using the roundearth plugin and then tested the additional PR https://github.com/civicrm/civicrm-core/pull/16273 and confirmed that this works now as expected
