Custom Fields data not saved when using the "Submit Credit Card Membership" form

Reproduction steps

1. Create a custom fields set on memberships with at least one field
2. Go to a contact summary for any contact
3. click the membership tab
4. click the "Submit Credit Card Membership" button
5. complete the form including credit card payment and the membership custom field
6. click save

Current behaviour

Membership is saved but the information entered into the custom field is not. No error.

Expected behaviour

The custom field data should be saved.

Environment information

I was able to replicate this on https://smaster.demo.civicrm.org and a client site. I was able to replicate this issue with multiple different custom field types and the authorize.net payment processor and the dummy payment processor.

I have given this the regression label as it sounds to me that this broken recently. Feel free to remove the regression label if you think otherwise.

I wonder if this is the same cause as #5742 (closed), where something was switched to api4 but it doesn't handle "unformatted" custom params.
